Archer to address livestock, poultry limits in residential areas

The City of Archer Commission will vote on amending an ordinance that addresses the number of livestock and poultry allowed in residential areas at tonight’s regular meeting.

The amendments affect the R-1, R-2, R-3 zoning districts.

According to the proposed amendment to Ordinance No. 12-2020, the R-1 district is designed to accommodate low density single family residences that are not typically served by public potable water on central sewer facilities and are not yet appropriate for development at higher densities.

The ordinance limits livestock or poultry activities to four chickens, with roosters prohibited, up to 10 shee or goats with bicks prohibited and up to two horses or cattle or combination. Agricultural activities such as urban gardens will be permitted.

The R-2 districts are designed to accommodate single family detached residential uses (other than mobile homes) at densities to be determined by availability of the City potable water and wastewater systems. Agricultural activities such as urban gardens (excluding livestock and poultry) shall be a permitted use.

The R-3 district is designed primarily to accommodate single family detached residential uses including mobile homes at densities to be determined by the availability of the City potable water and wastewater systems. Agricultural activities such as urban gardens (excluding livestock and poultry) shall be a permitted use.

The regulation of the use of land within the City involves amending the text of the Land Development Code LDC 20-04 of Archer.

A presentation by consulting firm Kimley Horn will present the outcomes of study about agriculture activities in residential districts requested by the Archer Commission and citizens.

Areas of concern that prompted the amendments include odor, noise, disease and adequate space.
