
Gainesville’s Special Projects Administrator Phil Mann earned recognition from the American Public Works Association this month and was named part of its 2026 Top Ten Public Works Leaders of the Year.
Mann started working at the city 39 years ago as an entry-level engineer before rising to the director of the Public Works Department. He then joined the top leadership team within the Office of the City Manager.
“Public works is about serving people in ways they may not always see but rely on every day,” Mann said in a release. “I’ve been fortunate to work alongside dedicated professionals across this organization and community who care deeply about doing the job right.”
The Gainesville City Commission recognized Mann and his recent honor at its regular meeting on May 21 as part of National Public Works Week.
City leaders also lauded Mann’s work at the opening of the new City Hall Plaza earlier this month.
“Phil represents the very best of public service,” Gainesville Mayor Harvey Ward said in a release. “His career reflects not only technical expertise, but a deep commitment to collaboration, mentorship and doing the work that keeps a city running, especially in moments when it matters most.”
